PROJECT MANAGEMENT

TLM provides project management services with a team of professionals with extensive experience in an individual client’s specific project needs. Our approach is based upon reducing the risks associated with design, budget and schedule, while creating communications and procedures to organize all components of the project for maximum efficiency.

TLM partners with our clients to establish the roles and responsibilities of all involved and set expectations for the project, then directs the Evaluation and Planning Phase to identify the scope of work and break it down into discipline‐specific components.

We will manage Documentation and Design Phase to obtain a comprehensive set of bid documents, including all necessary specifications, drawings, details, schedules, and pricing matrices and allow the Procurement Phase to begin with the identification of qualified vendors, preparation of documentation for solicitation of bids, detailed leveling analysis in which proposals are validated and clarified and recommendations for award or short‐list bidder interviews to the client.

During the Implementation Phase TLM provides monitoring of the job progress and quality, acceptance testing, systems commissioning and the integrated systems test to assure that proper procedures are being observed and develops punch‐lists of deficient items. Close‐out Phase will commence with punch list walk-throughs, consolidation of all sources of punch-list items to ensure that proper corrective measures are taken to deliver the project as specified and review and processing final invoices and sub‐contractor lien waivers.

Finally, turnover of all project close-out documentation and preparation of “Lessons Learned” summary documenting project challenges and remediation.

TECHNICAL ADVISOR

The Technical Advisor role was created by TLM to fill a specific client need. After a very successful conclusion of this role within a large data center project, it was carried through as standard service offering for multiple projects going forward.

As Technical Advisor, TLM will provide services in evaluation, design, documentation, procurement, implementation and project close-out to the client in support of their Administrative Project Manager. This is a more “hands on” approach with a significant take towards the technical aspects of the construction of the project. Particular attention is given to the design, procurement, installation and commissioning of the Data Center MEP infrastructure systems.


TLM has now provided the Technical Advisor services to Owners / End Users as well as several Construction Management Firms in the build of large data center projects.

SITE SELECTION

The TLM Group provides assistance to the client in the site selection effort. TLM can either lead the Site Selection effort with its own staff and selected consultants or assist the client in the selection of the consultant team and lead the team in the evaluation of the proposed sites. In either case, TLM will be responsible for preparation of site assessments and a recommendation matrix based on the following key criteria:

• Physical Site Characteristics

• Availability of Required Power

• Availability of Fiber ( Routes, Distances )

• Availability of Water / Sewage Capacity

• Environmental Conditions / DEP Issues

• Zoning / Regulatory Issues

• Preliminary Geo-Technical Assessment

• State / Local Incentives

Construction Site

DUE DILIGENCE

The TLM Group provides management of the Due Diligence process. TLM will oversee the selection of the appropriate consultants and manage the team in the evaluation of the proposed site. TLM will than prepare a Due Diligence Report indicating the findings of the consultant for each of the distinct criteria:

• Availability of Required Power
Meeting with Electrical Utility Company to determine capacity and redundancy of power available to the site, schedule for delivery of power, installation costs associated with the delivery of power and cost to reserve capacity.

• Availability of Fiber
Meeting with Fiber providers to determine sources of fiber near the site, diverse and redundant routing available, schedule for delivery of fiber to site and cost to deliver fiber to site.

• Availability of Water / Sewage Capacity
Meeting with Water Utility Company and Sewage Utility to determine capacity and redundancy of water available to the site, schedule for delivery of water and sewage and installation costs associated with the delivery of water and sewage services to the site.

• Environmental Conditions
Phase 1 Environmental Site Assessment / Phase 2 Environmental Site Assessment (if required).

• Site Use
Determine any limitations to land use, zoning or regulatory requirements.

• Preliminary Geo-technical Assessment
Determine soil conditions and suitability for building on the site.

Building Plans

BUDGET REPORTING & TRACKING

The TLM Group provides management of the budget process inclusive of budget tracking and reporting and invoice management. TLM will oversee the financial process as follows:

• Track and report on all project specific deliverables.

• Review and evaluate all project budgets, cash flow projections and proposed expenditures

• Review and evaluate all Value Engineering ( VE ) recommendations, scope and order of magnitude savings

• Review and evaluate all pre‐purchase equipment procurement bids, scope and award

• Review and evaluate all vendor and sub‐contractor bids and CM award recommendations

• Review and process all payment applications for submission to Client.

• Manage the change order process ‐ review, negotiate and approve change order requests that may arise due to unforeseen field conditions, scope changes and/or omissions from construction documents.

SCHEDULE

The TLM Group provides management of the schedule process either by developing a comprehensive schedule or managing the scheduler contracted by the client or the construction manager.

TLM can use Microsoft Project or Primavera for scheduling all projects based on a typical but complex project to include a comprehensive list of typical schedule tasks required from developing the Request for Proposal (RFP) through final acceptance testing and turn‐over of the site.

Once the schedule has been developed, the PM updates the schedule on a bi‐weekly basis. The updated project schedule provides the summary‐level information needed for completing required monthly updates to the project database, review work in progress for quality and compliance, tracking man power projections vs. actual and validation of all look‐ahead schedules provided by the contractors.

COMMISSIONING & SUPPORT

The TLM Group provides management of the commissioning process from start to finish. We will coordinate meetings and work sessions between the design team, the construction manager, the sub‐contractors and the commissioning agent to ensure that the project will receive fully functional systems in line with Client requirements.

TLM will assist with development of the commissioning plan, preparation of commissioning schedules, weekly commissioning meetings, daily commissioning prep meetings, completion of CVC checklists and review of all commissioning reports.

TLM will participate in factory witness tests on behalf of the client and will be present for all phases of commissioning:

• Level ‐ 3 Component Verification / Equipment Start‐Up

• Level – 4 Functional Equipment Test

• Level ‐ 5 Integrated Systems Testing

• Room Validation Test ( if required )
